I wouldn’t read too much into this. Cook is trying to ingratiate himself with Trump. It is unlikely it will be followed by other companies trying to avoid Chinese tariffs.

In this case, things aren’t always entirely what they appear to be. That particular office has had a long history of turning up its nose at scientific integrity and a calculated indifference to the value of developing a quality systems for the work of its staff. I speak from first hand experience.
