They look similar to interpolation artifacts. When samples are not uniformly distributed & the data is plotted to a rastered image, areas with a lot of data points per area will look smooth; areas with sparse data points will form circles out to the boundary of their closest neighbor.

I just read up on heat pumps and I think I see the disconnect. COP/efficiency for heat pumps is not the same thing as Thermodynamic efficiency. It ignores the energy expended in phase changes (because it is not a $ cost), but considered "Free" as it comes from the outside air.
Wrong efficiency. COP is a temperature efficiency rating, not an energy one. COP is (Tc/(Th-Tc)) (Tc is Temp of the cool reservoir and Th is the Temperature of the hot reservoir) and Energy efficiency is ((Qin-Qout)/Qin) where Qin > Qout (Qin is the supplied heat and Qout is the heat energy removed)
Also heating is MUCH more efficient than cooling.
My guess is that "water scarcity" is to "drought" as "climate change" is to "weather". i.e.: occasional short term issues do not constitute a long-term definition (purely a guess as I do not know the source of that image nor am I a climatologist nor hydrologist)
It is true because the laws of thermodynamics suck. Cooling is at best 50% efficient (meaning the energy applied to cooling is at best half the amount the system needed to accomplish the cooling). In reality, the best heat pumps are 35-40% efficient and AC's are around 30ish%
All your reasoning is correct, however I would add is that heating is MUCH more efficient than cooling. Heating can be upwards of 90% efficient in its energy conversion (chemical/electrical/induction -> heat), however the theoretical max that cooling can get is 50% (with practical being around 35%)
