It's ridiculous. You have to cite your sources so that they can be evaluated and people can check your work! I remember being told in 101 science classes that we couldn't cite a paper because another paper cited it, we had read it ourselves to be sure the interpretation was correct and valid.
People can't be forced to stay in a shelter. If the general feeling is that shelters can be dangerous, then the shelter has to gain their trust first. And that isn't going to happen if they were forced to go there after experiencing state violence and having their belongings destroyed.
