State governments are a little less flexible than the feds in terms of just being able to create things that weren't there before but large rich state governments (NY, CA, IL) can do quite a bit and have a bit more creative freedom

SUNY ESF is pretty accepting of LGBTQ people they're just not a big enough university to support a lot of identity specific programming so it all goes through Syracuse University, which is mostly fine but for this specific thing for me it was bad
