It's more per patch but they run more new 5 star characters than Genshin does. Genshin had 11 new 5 stars in the 4.X patches and Star Rail will have 15 throughout 2.X patches (also one patch less than 4.X in Genshin). So you get more pulls for sure but more characters to use them on too.
