The fact, though, that the entire continent, despite 2 very fertile large regions, only has like 3-4 cities, and not even that many towns apart from those, remains a weird piece of world building. Not as big a crime as the history of the setting, though, but still weird.

This only becomes an issue if you try to legislate away parts of the whole, rather than the whole. A lot of states have strong firearm legislation, the problem is that the US want to both have and not have them at the same time, which means you are reduced to legislating details.
