There is one substantial difference - the Russians don't appear to have the same defensive focus as Ukraine and they have a much broader spread of targets -both geographically and type. As has been proven already, Ukraine can pretty much strike anything they like, as long as it's not Putin's house.

If there is one thing the Ukraine war has taught us it's that surface navies are the weak link in armed forces. They just provide big, slow targets. Ukraine has effective control of the Black Sea and doesn't even have a navy. Better off spending the money on drones. That's a LOT of drones.
