For sure that is an issue. Unless there is a reason for wanting patients to have a “one stop shop” rather than mult appts for var procedures? ERs, like libraries, for sure should not be used as dumping grounds for ppl who require services the appropriate source is unwilling or unable to provide.

If tests or X-rays are needed they can be done right away at the ER, rather then wining for an appointment and then waiting until you can get into the lab or for a scan or whatever. Also, many employers are very punitive about time off work, leaving people having to access irregular service hours.
Is that including people who don’t have a regular doctor? I’m not in QC & I am lucky enough to not need much care, but also able to get an appt with my regular Dr within days if I do need to see him. Many people at best have clinics that don’t do appointments or where appointments are weeks out.
A British study found that, all factors taken together, only 4% of ER visits were definitely not appropriate. I imagine the family doctor mess is likely driving more people to the ER. This fee is completely short-sighted.
Nova Scotia has also greatly diminished the wastewater reporting. This was one of the last reliable indicators of Covid activity in the province.
