Unfortunately that is not how the covid vaccine worked. It just reduced the severity of the acute phase of the infection. It did not prevent getting infected, or passing the infection along. The response to this was the Trump response to "bad news" - stop collecting the data, the problem goes away.

Jury nullification is a necessity when the law is applied unequally. One outcome for the poor and powerless, and the opposite outcome for the wealthy, well connected and powerful. It is the major reason for jury trials to happen - the possibility of jury nullification.

This is all courtesy of Chinese policy. If market capitalism had been relied upon, then profit maximization would have led to a far slower growth, as each step in the solar logistic chain would have tried to maximize its profits. Having societal goals instead of individual goals matters.
It is still a huge project, but is doable, and could possibly refreeze the Arctic in 10 years or less. Just has to be done in the summer months. The rafts could be dispersed and moved to lower latitudes to continue the cooling during the winter months (that would speed up the freezing even more)

What I am suggesting is building rafts made out of aircrete, and covered with the high albedo concrete, covering and floated over the fastest part of the current. The ACC flows at about 1 m/s. Aircrete rafts should be inexpensive to build and deploy. The top 10m of the sea surface needs to be cooled
The ACC is particularly attractive, as at its narrowest point, it is less than 2 km wide. To refreeze the Arctic, every fraction of a degree you can cool the water going into the Arctic in the summer months will help to freeze it in the winter months. Both currents are less than 40 km wide.
When one realizes that most of the increase in ocean temperatures is limited to the top 10-20 m, the idea of cooling the two currents going into the Arctic becomes feasible. The two currents are the Alaska coastal current and the Norwegian current. bsky.app/profile/weat...
