Cities create the conditions that led to crime (poverty, lack of resources) and their response is not fix it w/ social services, but w/ more cops. The conditions justify the means (police) which further entrenches the conditions, etc. Examples: surveillance and the privatization of public services.
The police are defunding our cities. This is also an example of collective abandonment—the intentional divestment of social services that leads to further impoverishment of minority and low income communities. Police and the rich are the only ones left to address the consequences = more power.
