Wow, I'm so sorry!! Having a rare condition sucks in so many ways. One of my least favorite things is to educate *doctors* (of all people) when they are ignorant of SD... because they don't believe you. I had to go to 3 different ENTs before I found one who correctly diagnosed me.
It's possible that he's simply stressed out by the questioning. He could be in flight-or-fight mode, lots of adrenaline. And who knows what chemicals he's taken to psych himself up for this hearing.
There are so many things that could cause RFK Jr's heavy breathing. He hasn't been the healthiest of people despite his fit-appearing body.
Right, so I don't believe it's from SD. I've been to gatherings of SD sufferers and none of us do that.
SD Treatment and ignorance of ENTs hasn't improved since then. The only known "treatment" of SD is injection of Botox in the vocal cord nerve to prevent spasms. I had it done once and it did NOT help me. What helped was using my singing voice training to force my vocal cords open when I speak.

Vocal cords inhibit the outward flow of air during speaking, not inward. I have SD and I do not breathe like that. You're not a doctor, but don't feel badly about not knowing about SD... most doctors know NOTHING about spasmodic dysphonia.

Got it. I don't believe that it is. I am part of the SD community, and heavy breathing is not a symptom we have, generally speaking. It is possible that Kennedy breathes in a lot of air in order to "push out" words through his vocal cords which are involuntarily snapping shut at random.
No one knows what causes Spasmodic Dysphonia. They also don't know how to cure it. The problem is that SD is incredibly rare, and as such is not worth any pharmaceutical or medical institution to devote time and money on it. I am an SD sufferer and the lack of knowledge about it sucks.
