yeah, whether sales taxes are progressive can vary wildly. imo the way that most places do them, where they exclude stuff like food, and obviously dont effect things like rent or utilities, arguably is. in those cases its a tax weighted towards people with more disposable income, which i think works
i'm a CA transplant and living here has managed to convince me that sales taxes are actually good, and they sort of indirectly solve this problem. the people who buy new cars every two years should and do pay proportionally way more to the state than the people paying ~$1-3k a year on average
