Nice find! I was searching for "indirect" / "overhead" to no avail. A bit perplexing too. The part about IRS section 4968 (link below) also limits this to: 1. Private colleges/unis 2. Endowment of $500K+ per student 3. Has 3,000+ students So targeting Harvard, Columbia, Stanford, etc.

This is very good news. BUT, as we saw this year when NIH was operating under a flat budget, Trump and Russell Vought can effectively destroy NIH even if Congress holds the budget flat. To stop Vought and make sure NIH can function, Congress must go much further than “no cuts to budget.” 1/

I wasn't assuming bad motives (except Vought of course). But there are legitimate risks that need to be considered, regardless of motive. And again, perhaps that will be addressed anyway if this is in addition to existinf, as the full article alludes to. But it's uncertain now.

And for full context: This was in the context of having an industry partner model being a good thing, IN ADDITION TO broad-based GRFP. But without a broad-based GRFP, that's 👎. Major unanswered ❓ right now about what will be available.

Boccanfuso said UIDP’s pilot design will explore requiring students to perform a significant amount of their research “embedded within a company” to increase the company’s return on investment. Brennan noted that an additional graduate fellowship program could enable GRFP to support a wider variety of research by relieving some of the pressure to concentrate awards on a relatively narrow set of agency “priority areas,” such as AI and quantum information science. “If you have hot research areas that can be supported by Intel or OpenAI or whoever is willing to fund these partnered fellowships, then there’s less pressure on the rest of the program, which really is focused on basic research,” Brennan said. “You don’t want to cut out all the talented people in geosciences and life sciences and psychology and sociology in favor of giving everyone who’s doing AI a fellowship.”

I disagree with the premise of the question. The critical context is: we had exactly the same $ annual budget in FY25 as in FY24. With in that in mind, the question uncritically accepts the framing of, "well just less $ to go around".

Models as Prediction Machines: How to Convert Confusing Coefficients into Clear Quantities Abstract Psychological researchers usually make sense of regression models by interpreting coefficient estimates directly. This works well enough for simple linear models, but is more challenging for more complex models with, for example, categorical variables, interactions, non-linearities, and hierarchical structures. Here, we introduce an alternative approach to making sense of statistical models. The central idea is to abstract away from the mechanics of estimation, and to treat models as “counterfactual prediction machines,” which are subsequently queried to estimate quantities and conduct tests that matter substantively. This workflow is model-agnostic; it can be applied in a consistent fashion to draw causal or descriptive inference from a wide range of models. We illustrate how to implement this workflow with the marginaleffects package, which supports over 100 different classes of models in R and Python, and present two worked examples. These examples show how the workflow can be applied across designs (e.g., observational study, randomized experiment) to answer different research questions (e.g., associations, causal effects, effect heterogeneity) while facing various challenges (e.g., controlling for confounders in a flexible manner, modelling ordinal outcomes, and interpreting non-linear models). Correct. For NSF EDU folks/proposers: ECR:Core still remains open for Oct 2 but only for higher ed & workforce proposals. K-12 or informal proposals for ECR:Core should instead go to the new program, which accepts proposals at any time. But note earlier points about the budget/year caps.

The following solicitations are currently archived. Investigators who would have applied to these programs are particularly encouraged to consider NSF STEM K-12. Advancing Informal STEM Learning (AISL) Computer Science for All (CSforAll) Discovery Research PreK-12 (DRK-12) Translation and Diffusion (TD) Investigators who would typically submit to the EDU Core Research (ECR) solicitation for research in K-12 and informal settings are encouraged to apply to NSF STEM K-12. ECR will only accept proposals for DUE and DGE focused projects.

🚨 Major shake-up in NSF funding for K-12 STEM ed: Caps proposals at $750K max for 3 years. Prior cap used to be $5M up to 5 years for some programs. Archives several existing programs (DRK-12, AISL, CSforAll, TD, parts of ECR:Core). Combines into broad program with much lower expected # of awards.

Well, we were correct: the Supreme Court issued a stay, backing Trump. No matter what differences the Court splits, the fact remains that it will be impossible to reconstruct labs and projects. It is a lawless power grab to allow these Trump grant terminations to go ahead now.

3/ Barrett positions herself as a moderate, siding with the liberal justices on one issue (the directives) and the conservative justices on another (actual terminations). In reality: she just concocted a nightmare labyrinth system for getting any actual relief. Jackson put it best in her dissent:

For a cautionary tale about lawmaking on the emergency docket, look no further than this newest iteration. By today’s order, an evenly divided Court neuters judicial review of grant terminations by sending plaintiffs on a likely futile, multivenue quest for complete relief. Neither party to the case suggested this convoluted procedural outcome, and no prior court has held that the law requires it. But, in the view of the deciding vote, California compels this conclusion. “So only another under-reasoned emergency order undergirds today’s.” Trump v. Boyle, 606 U. S. ___, ___ (2025) (KAGAN, J., dissenting from grant of application for stay) (slip op., at 2).

2/ Despite ALL OF THOSE DIRECTIVES being declared as "void" and "illegal" and "no effect": SCOTUS then said: claims about any actual grants terminated based on those directives has to go to a *completely separate* lower court first. SCOTUS therefore reversed these two orders until that happens:

The Resulting Grant Terminations pursuant to the Directives are DECLARED to be unlawful, arbitrary and capricious final agency actions under 5 U.S.C. § 706(2)(A). Pursuant to 5 U.S.C. § 706(2), the Resulting Grant Terminations are hereby OF NO EFFECT, VOID, ILLEGAL, SET ASIDE AND VACATED.

🧪 Showing just how absurd yesterday's Supreme Court decision on NIH grant termination was: Sort of 👍: Here's the long list of directives where a 5-4 SCOTUS effectively said: "yup, was OK for the district court to say those were illegal, void, of no effect, etc." But then 👎❓❓❓....

Court order excerpt listing directives from the National Institutes of Health (NIH) and U.S. Department of Health and Human Services (HHS) that are declared unlawful, arbitrary, and capricious under 5 U.S.C. § 706(2)(A). It enumerates 11 memoranda and directives from February–May 2025, including guidance on DEI-related funding, NIH review of agency priorities, award assessments, grant terminations, and COVID-19 grant termination. The final section states that pursuant to 5 U.S.C. § 706(2), these directives are declared of no effect, void, illegal, set aside, and vacated.

A federal judge ordered that no more immigrant detainees be sent to the “Alligator Alcatraz” detention center in the Florida Everglades, and that much of the facility be dismantled. The ruling rebuked the state and federal governments for failing to consider potential environmental harms.

The practical upshot is that justice delayed is justice denied; or to be more precise, a lab which had to fire all of its researchers and halt work on groundbreaking research isn't going to be able to ever restore itself to the same position it would have been without a multi-year pause in funding.
