We need an arms industry but it must not be used to support dictatorships or commit war crimes. That is the hard part. I know people within the industry who do have strong ethical and moral boundaries but when capitalism is involved requires constant growth.
Had we and our allies not prepared for a Warsaw Pact/Russian aggression we may not have been able to support the defence with anti-Russian weaponry. Weapons like the NLAW (Swedish/British) which is ideal for targeting tanks' weak top armour and exposed auto loader.
But insofar as is possible arms manufacturers needs to be "ethical" which is a tricky thing to juggle in an industry where killing is often the objective just as much as defending or observing is. I'm not a military expert but certainly more than a casual observer.
I'm often at odds with myself over arms manufacturing. In an ideal world this would not need to exist. However the world is not ideal and we must be able to defend ourselves and our allies from ever more sophisticated threats. An arms race, if you will.

The reason the state can override that is because parents do not always have their children's best interests in mind. Children are still independent people with their own thoughts, feelings and lives. Removing agency at a young age can negatively impact their sense of self for years to come.
