Oh, it was definitely on sight. Since Thancred was really the only Scion that had plot relevance from the jump, it was inevitable. Rua'a's relationship with Thancred influenced his backstory. Him being from Ul'dah, for example. Being adopted by an Ala Mhigan woman just made sense at that point.
