From my military perspective… drugs or migrants is basically the same thing, meaning it’s something that didn’t pose an imminent threat to Navy vessel or the public at large. It’s ether an explosive device, a known terrorist planning an imminent attack, a terrorist who fired at you…or a non-threat.
