To clarify funding arguments: tldr is that - Title 10 activation = funding via whoever activated the Nat Guard, generally. - Title 32 activation = usually some hybrid with fed funding, but state support (see, Covid).

HIGHLY recommend a construction hardhat for incidental accidents (projectiles, falling, etc) - especially if older or less stable footing. Bring a sign with doubled up cardboard or card stock... makes a better shield for LRAD. Hong Kong had a lot to teach people since the Nat Guard tech is same.
