The language in the ballot initiatives of CA and NY can be written in a way that effectively neuters the "Independent commission." The is NO reason they should have these commission while the red states enjoy gerrymandering. The language should have a loophole to neuter these commissions.

I read a paper by a professor from one university in California stating that the constitution of CA does not restrict the legislature to draw maps mid-decade. It does restrict the commission, not the legislature! Redraw the map, CA! Now! Please!
