Human beings are bad with large number theory. There are thousands of example of terrible violent crime. This is simultaneously true while violent crimes are massively down. Anecdotal evidence is powerful (and tragic) but not representative.

What you tell your enemies is important. The posture of those who may oppose you is a reactive state. If you build military hardware for the defense of your homeland and allies, it allows for a different posture than telling everyone you're military budget is for offensive capabilities.

Yeah, that already exists. It's called Diplomatic Security and they're part of the State Department. They're federal law enforcement agents and domestically their job is to investigate and arrest people for visa fraud (they also protect Embassy staff when they're overseas)

Drug smuggling boats often carry as much cargo and as few people as possible. This minimizes the risk of people talking. You'd rather lose product than people. + Profitability lowers as product is removed for people (& support equipment) Very odd to have a drug smuggling boat with 11 people on it
