The NYPD officer killed by the active shooter was an immigrant from Bangladesh. He had 2 kids and a 3rd on the way. The US State Dept travel advisory for Bangladesh is level 3; “Reconsider Travel” for violence, crime and terrorism. He died here, for us, shot with a Colt M4 rifle. Think about that.
It’s how law enforcement is trained. There is no “shoot to kill” training. The training is to neutralize the threat. That could mean the subject is wounded and neutralized. It is deliberately sterile language, which comes off as awkward. In this case, he neutralized himself.
