Not only was there deep stigma but, parenting during that time had no resources or awareness in dealing with adolescent behavioral issues. Not to mention the fact that most behavioral issues can be genetic, so parents would need a self aware, epiphany to recognize and address the issue.
Studies repeatedly show that most people age out of "hardcore" crime by their late 30s and 40s. And nobody is "born to be" a criminal. Even Trump, who is a hardcore criminal who has not aged out of his illicit behavoir, was not born like this. I blame his parents.
