Given that the general strategy of this administration is to try small transgressions and, if they don’t get pushback, go bigger…letting them extrajudicially kill people in international waters seems bad.
This language is very important and very intentional. They are trying to reframe this as war/attack/enemy invasion — not the crime of drug smuggling, but a literal "war on drugs" where enemies can be killed.
