The NG from other states have not been federalized. They have zero power to act in another state until the President federalizes them. A roadblock would force the President to federalize them which would trigger Posse Comitatus.

The geography of Washington, DC is *constitutionally* established as "not exceeding 10 miles square." Even before part of it was ceded back to VA, its diagonal never exceeded ~14 miles. Also, I'm not a mathematician but I think most squares don't have a radius.
