The report also glosses over - in a single paragraph! - how the GFA refers to the ECHR (not 'ECHR righs') as being a key 'safeguard' of the Agreement. That's the single most relevant clause in the whole text, and the report just wriggles away from it.

This is very good. Why aren’t staff in other govt depts under hostile takeover, tasked with breaching ethical norms, doing the same - DoJ, FBI, National Guard commanders, DHS, DoD etc etc?

Security guarranties is a fantasy. The size (5000 troops) is idiocy, American 'backstop' is rubbish all the while the Americans is siding with Russia, and the European stance that this will be implemented after a ceasefire which Moscow repeatedly has rejected, makes all these efforts pointless.
