That's the usual way my cat meows, almost like whispering. Only when she is really upset does she meow out loud. I had a cat who started meowing louder and louder as she went deaf. It actually hurt my ears sometimes when she was close, like sitting on the back of the couch.

The fundamental issue is that cutting crime means investing in things that since the civil rights movement, and especially since Reagan, the US has argued that people need to "earn." And having well invested public resources lowers the cachet of being rich
