The stay is a sensible decision. This is going to SCOTUS no matter what. Rather than the 9th Circuit weighing in with less than 24 hours of briefing on an extreme emergency posture (because the Trump admin would absolutely do that), both sides have time to argue, and he comes off as reasonable.

I would quite enjoy a complex legislature with a state-elected upper house advising on state-centric issues, an emeritus upper house for distinguished public servants, a lower house that handles most actual lawmaking, & a constitutional committee that recommends amendments for public consideration

As far as I am concerned, this is what a "Senate" (being a place of elders) ought to be. A lesser legislative role, but retaining an advisory role that makes it easier for politicians in failing health to simply stand aside rather than worry about risking majorities & such.
