I would quite enjoy a complex legislature with a state-elected upper house advising on state-centric issues, an emeritus upper house for distinguished public servants, a lower house that handles most actual lawmaking, & a constitutional committee that recommends amendments for public consideration
As far as I am concerned, this is what a "Senate" (being a place of elders) ought to be. A lesser legislative role, but retaining an advisory role that makes it easier for politicians in failing health to simply stand aside rather than worry about risking majorities & such.
Probably a good rule. I don't dislike congressional service as a capstone to a long career in the public or private sector, & it's good to have a few lifers to ballast the ship. But there's no need for Congress to have people serving well into their 80s. But I would welcome an emeritus chamber
