The 90s started with a recession. I remember all of the houses going up for sale in my neighborhood at the end of the 80s because everybody was getting laid off.

I misremembered that part. But the larger point stands. Lee was forced to abandon his position and retreat. Grant was able to do what he wanted. The Union ultimately held the battle field. That's a tactical victory.
The fact that Lee retreated rather than see is army destroyed in battle doesn't make it draw.
The Battle of the Wilderness comes to mind. I'd have to go over some of the others. But flanking the defender out of their position and forcing a retreat *is* a tactical victory. Grant did that several times.
As defender, having your position rendered untenable and being forced to retreat is a tactical defeat.
Most of them were defeats for the Confederacy. You don't just score battles based on casualties. Lee need to take the initiative from Grant or at least hold ground and he couldn't do it. And was forced to retreat to the Richmond fortifications.
It’s also not true. There were a series of battles between Lee and Grant (well Grant and Meade) prior to the siege of Richmond. They were all part of the same same campaign but , well, it was the last campaign of the war because Grant won it.
Grant kick Lee’s butt all the way back to Richmond. After the Battle of the Wilderness the Army of Northern Virginia would never again take the initiative. That *is* defeating Lee.
He argued pretty hard that AP Hill should be in command because two of the three divisions were his and the main part of the attack was in front of Hill’s corp. And he pretty much half assed the execution of it.
Don't forget General Meade. He commanded the army of the Potomac during the final stretch.
He could have taken Richmond in 1862. There was nothing but MacGruder and a lot of wishful thinking between General Sumner and the city when McClellan denied permission for him to attack.
Or Longstreet who was actually in command of the action. Picket only commanded one of three divisions engaged.
McClellan could have end the war twice and lacked the intestinal fortitude.
McClellan was an absolutely amazing administrative general and complete shit as a field general. He did much to win the war and just as much to prolong it.
Pickett is a funny case because he bears no responsibility for anything that happened at Gettyburg and is unfairly associated with the catastrophe. But he was such a piece of shit that he really deserved everything he got anyway.
