Cities, by their very nature, are big places with lots of people. I would be surprised if one did not find any crime. And I would like to see a source with data about those reducing charges claim.

In Seattle we have something called "healthy streets" these are mostly residential streets where pedestrians and bicycles are supposed to have the right of way. I sometimes go a very leisurely pace on the bike if someone is being obnoxious.
