My understanding is that it’s not likely UNLESS it was registered with the US copyright office. I don’t know if being published in a journal counts. If the paper has an ISBN, I think the odds are better. BUT! Tell her to submit anyway, since it doesn’t hurt to do so and you never know your luck.
