Here's the truth that you can't handle. Honda, Blanka and Dhalsim are entirely inconsequential to the success of a game compared to the REAL legacy characters Ryu, Ken, Chun Li, Zangief etc. Comparing SF2's Horace Hogans and Disco Infernos to Kilik, Sophitia and Taki is an insult.

Chun Li, Guile, Zangief, Cammy, and a couple of others on rotations. Bison and Akuma as inevitable DLC slots. Ryu and Ken are SF1 characters. Past that, give Alpha or SF3 some love.
Maybe some more of these perfectly fine newer characters would show up in more SFs if SF2 didn't have twelve to thirteen spots locked down each iteration. I'm not gonna just stand here and tell you Honda needs to be cut, but I'm of the school you don't need more than six from SF2 in any new SF.
