Sure. Everything's limited. Newsom is putting billions into expanding it, but that takes time. However that doesn't make it ok for homeless people (or anyone else) to create massive public health and safety issues in the meantime.

On the day of the sweep, they do the same thing. Those who choose not to accept services or move on are removed by police - just like any of us would be if we chose to violate the law. The remaining public health & safety hazards (like shown) are then cleaned up.
Actual answer: They send in social workers multiple days ahead of time (and multiple times) to offer services and/or shelter. They let people know when the camps will be swept so they're prepared. They let them know if they stay, they're in violation of the law.
