In any event, if he does try this dumb stunt, an obvious and correct response would be for governors among others to ignore anything purporting to be from a "Department of War" or "Secretary of War" on the objectively true grounds that neither of those things exist.
People make dumb mistakes as children. But a senior in college isn’t a child, and Michael Velchik needs to be famous for this. (Also, that he’s happily representing the Trump administration in unconscionable cases suggests this wasn’t a one-off.)

This “explicit” is a weird editorial choice. The constitution gives the president no power over this at all. It’s not ambiguous.
Just for the record, Trump can’t do this. The constitution is very clear that the times, places, and manners of elections for federal office are up to each state, but can be altered by Congress. The president has no role here, except to sign into law or veto a bill that congress passes to do this.
