It is unfortunate that a fair percentage of people can't seem to control themselves in tense situations. Police have training, but that doesn't always help. Large city departments have even more issues with this.
Unfortunately I have been acquainted with a retired LAPD officer that was damaged by the job. Some of the things they experience is horrific. That doesn't excuse this behavior of course. Big city departments seem to have a large percentage of these guys, sadly.

I agree that some departments absolutely have a cultural issue handed down by poor leaders. I have seen this and abhor it. I have also seen police organizations that are very well run, and the officers understand their jobs. Not to say all are great. Some cannot manage the power of the position

Police are not taught that we are the enemy. Some seem to get to that point unfortunately because of what they experience. Most actually take classes in interpersonal communications. Some don't manage to get the point. Some are indeed not suited for the job, and should be removed. They are people
Again, please don't generalize. It is the same as saying, all doctors are bad, or all lawyers are bad, or all teachers are bad. It just isn't true. Police officers have a very difficult job. Some are unable to handle it, most are there for the right reasons.
