He's not looking for a scapegoat, he wants to control the Fed, largely, I think, because he thinks they can cushion any economic pain from his policies, but mostly because he's a straight up dictator. You have to start talking about him in those terms.

When I was a kid, politicians talked about fighting poverty. POVERTY! Poverty was seen as a social problem. One that government should try to solve. Not as part of "creating jobs" or "fixing the economy." Poverty itself was an seen as an illness. Sometime between then and now it became a vice.
