The children have been placed in the temporary custody of the Alabama Department of Human Resources (DHR). They are now in state supervision and are receiving comprehensive medical care, psychological support, and trauma counseling.
Some officials believe the child rape network may have ties to broader criminal networks, possibly including gang or organized crime affiliations. The FBI and Department of Homeland Security are assisting local investigators to expand the investigation and find more child rapists.
Despite multiple reports to school administrators, they did not escalate it to the Department of Human Resources (DHR) or to law enforcement. No action was taken until nearly a year later when a formal referral arrived in February 2025, triggering the investigation that uncovered the bunker.
A child, one of the victims, had shown clear signs of developmental delay, illness, and neglect during the 2023–24 school year. A school teacher took notice of the child and reported the neglect and academic decline multiple times.
Officials say the child traffickers lived within a mile of the bunker, using networked mobile homes and family trust to protect the rape network. Isolation, both geographic and social, along with drug use, enabled the ring to function undetected for years.
Rebecca Brewer was arrested for transporting and harboring victims, restraining them inside the bunker, and coordinating their movements between locations.
William McElroy, Dalton Terrell, and Timothy St. John were arrested as clients for the network. McElroy and Terrell reportedly admitted to raping the children; St. John faces additional charges including bestiality and animal cruelty.
Andres Trejo‑Velazquez is believed to have orchestrated the rape trafficking ring. He drugged the children with sedatives, scheduled rape sessions, distributed child rape media, and profited from the operation, charging child rapists up to $1,000 per night.
At least two suspects, Sara Louise Terrell and Ricky Cecil Terrell, are identified as parents of some of the children. Sara and Ricky used a shock collar to torture and control the children. Others drugged, arranged paid access for child rapists, and distributed child rape media online.
Charges include human trafficking, rape, sodomy, kidnapping, rape torture, and bestiality. The case is labeled “the worst” in a local law enforcement official’s 33 year career, continues to unfold, with potential additional arrests expected.
