The systems are quite different. Nearly all get their masters and PhD---masters is a very direct part of the PhD program. Lots of teaching and research along the way as well (outside of your dissertation).
This includes coursework [you get your masters along w/your PhD). And having worked at some of best training programs in the world, I am skeptical that most students are well trained if they're finishing more quickly.

Note that they are already walking back the seriousness of their allegations against Governor Cook. They are pivoting to a claim that the president should control monetary policy. The purpose of the Federal Reserve Act is to insulate monetary policy from all political influence. They are reaching.
And the *existing* visa framework is already very strict. You can’t be in status without funding (fellowship / grants / etc.). You can’t claim benefits. You can’t work off campus without digging into OPT or it being CPT. And in all likelihood you *pay taxes* so “burden to the American” is nonsense.

Scientists, not publishers, collectively sustain a status-based reward system that gives Big 5 publishing cos power to charge exorbitant OA fees. Indiv. researchers trapped in this system. Online repositories or scientist-led journals are alternatives. Librarians warned us, literally decades ago.
