Unfortunately I expect that Trump will declare martial law just before the midterm election thus giving him a way to cancel it

Timing of elections is set in the Constitution. Say, blue states still hold elections on mandatory date(polling & counting protected by state National Guard) & only blue states complete election process In Jan, the duly elected show up, red state incumbents finish term, Dems take control of House
