There's nothing like having confidence in the market to deliver emissions reductions. And indeed this is nothing like having confidence in the market to deliver emissions reductions.
Cancelling carbon units unused is a win (kindof, long-term). But its not how the system was expected to work, and it means the regime has less and less control over the mechanism which is effectively its only climate policy.
