I mean in the 90’s you didn’t stop hearing it the schools are packed and we always have to vote for new parcel taxes and bonds. I don’t think people have updated.

Schools actually were wildly overcrowded 30 years ago. They aren’t any more.
The overcrowded schools have been converted into overcrowded housing because all those kids are now 25-40 years old. That is why there are YIMBYs and not YITSYs (Yes In The School Yards).
My take is that *school districts* are short on students, but *school buildings* have become more overcrowded because the districts are closing/consolidating schools building to save money (managed retreat). Especially if you measure overcrowding by drop off/pick up traffic.
Much of that is the reduction of kids' independence, lack of transportation, and decoupling of residences to schools.
