That's a thought, a wish, but not a solution for some countries now. You are as helpful as some guy in a group of friends whose car has ran out of fuel and you are only saying "we should have taken the last gas Station!" instead of figuring out how to get gas now that they are in this Situation.
In your scenario I would walk back to the last gas station or phone them for assistance. Why is saying there are too many arms in the world not helpful?
Please be reassured the world will never run out of arms, not while there is much money to be made by flogging things to kill people. Don't think your analogy works sorry.
