I agree in principle, but we shouldn't be so picky with Ukraine. They can make a mistake or two.
They can nuke moscow for all i care about the katsaps, but they should be aware of the optics especially since ru propaganda is so insidious in many countries

We have no idea if it was the home of a general or the general public. What I DO see, is a strategically placed explosion. If we had real concern, the 'whole' building would have been hit as we see done in Ukraine. I don't have a concern for what currently appears to be a specific hit.
Quite frankly, I no longer care about Russian civilians. They know what is going on, they travel, they share, they know... And for decades they have permitted the various acts of genocide. If they end up with a taste of that hell themselves, I will be okay with it. Period.

Its not about russian civilians, its about ua making a huge political blunder if they start hitting ru civilians. It gives the russian aligned politicians in the west too much ammo to say they're both the same.
