There's always a victim when it comes to incestuous sexual abuse. Blame his grandpa. I mean, Jeff already admitted his male ancestors raped Irish women and that's how he's "5/16 Scots-Irish". This abuse cycle runs in his family.

In most cases, the older one is the aggressor. Of course, there was that case of that guy raping his mom. It's possible Jeff did the same to his mom.
