Not to mention the ruining of the Rose Garden or building a ballroom at the White House. Don’t those things have to be approved by Congress and appropriated? Or paid for with appropriate donations for that purpose?

Yes, for most of that, if not all. The trouble is the same it has been since the beginning of this debacle—what good are the laws, if no one is willing to to enforce them? Law and Order Party? I think not. More like the Lawless Party
