Because the judicial system is set up to be reactionary. 😮‍💨 You can't punish something until it's already done. Congress is supposed to be setting laws against this bullshit and they're not. We need an overhaul of the government from the top down and again from the bottom up in it's entirety.

A new constitution may be necessary.
