Death penalty is not a deterrent because people who plan to murder plan to get away with it, and murderers who don't plan to be a murderer don't consider the consequences. This has been proven over and over.

The US Attorney serves as the AG for DC, citizens don't get to elect their own. DC abolished capital punishment degrees ago and has strong gun laws. The would-be dictator wants the death penalty and his appointed USAtty says she won't enforce gun laws, so more death, not less crime. #FreeDC
