Actually, in this instance, I think it was mostly his ignorance talking. He would have been just as crass and clueless 30 years ago.

No doubt, but with dementia the filters go and the "personality" becomes bigger. A mean person becomes meaner and a jolly person would smile more. But yes, the man is a dolt.
