That was entrance to Arizona not exit . Article 1 section 9 No preference shall be given by any regulation of commerce from one state to another . I far as I see it they are existing Az. for work . Hence commerce . Unconstitutional . But they have shredded the Constitution anyway .

Actually there was an ag inspection from Arizona going into California way back in the day. I remember that as a little kid.
