I'd imagine that's the plan: make ICE positions attractive to police, so THEY quit, so then they put other agency staff in, knowing THEY'LL resign. Then claim it's a crisis and crime is rampant and they need military deployed. Slow roll path to martial law?
It would make more sense for Trump to increase ICE by 1 million and then send those new ICE guys to take over DC but he's not smart enough to think of that.
