Genuinely curious about the plan here. Fission or fusion? Rankine cycle? Working fluid? Fuel from earth or lunar mine? Waste heat moved where/how? Structural materials - regolith? payload from earth? If fission, waste where? 100 kW capacity - OK, used for what? Continuous or intermittent load?

All necessary material components (including fuel) can be refined and fabricated out of moonstuff -- assuming adequate energy supplies. How much of the lunar surface do we have to cover with solar panels to get this ball rolling?
