The recent shadow fleet sanctions are biting pretty hard. Russia is being forced to ship more & more of its oil through ships complying with Western sanctions, including the price cap.
🇷🇺 has proven many times that it can bypass any sanctions inflicted by the West. It's economy, despite all the hardship, is doing quite well, and with the active help of 🇨🇳 , it is quite protected. Sanctions have limited effect and they are uses by the West as a fig-leaf to hide its impotence.

The 1500 tanks/year attributed to Gen. Cavoli is likely based on Shoigu's 2023 claim. Almost all were refurbished old tanks from storage. 🇷🇺's production of new tanks is about ~10% of that,similar to🇺🇸's production rate. And refurbishment has dropped about 50% as the easily restored tanks are gone.
Even with refurbishment, Russia has lost tanks faster than it can replace them. As refurbishment winds up, its losses will be much faster than new tank manufacture. I've seen less info. on APCs & IFVs. I think, but don't know, the situation is similar.
Russia HAS produced remarkable numbers of relatively ineffective Shahed suicide UAVs & impressive numbers of more sophisticated cruise missiles & ballistic missiles. It has also used very many glide bombs & is likely producing them just as fast, like using old bombs with new guidance & wing kits.
The West can also make JDAM/SDB/HAMMER guided bombs at high rates in the same way, but it does not make strike missiles at the same rates. In fact, while France does make some new SCALP missiles,🇬🇧&🇩🇪 have ordered exactly zero Storm Shadow & Taurus missiles in the last 20 years.
